Why does Tira have to be day-one DLC in Soul Calibur 6?

I don't think Tira should be paid DLC in Soul Calibur 6 considering that she is already developementally-complete before the game has even come out yet and if they had to make her a download it would have been more fair if they made her free. I wouldn't have anything against Tira being paid DLC if they finished developing her AFTER the game has came out, but the fact they already have her finished pre-launch and yet they still want to charge money to play as her is just extremely greedy.
