Because they have elaborate animefied and over-the-top theatrical designs of actual historical and legendary figures.

Diaochan for example is considered to be one of the Four Beauties of Ancient China. Unfortunately, she is the only one of them where her real historical background is questionable, but it's the legends passed down surrounding her that make it very interesting especially given the timeframe and events she was in.

The gameplay might not be to everyone's tastes as it's an old-school hack'n slash beat'em up and it's practically the same thing retold over and over again, but it's the characters that make it.
