They all have a pelvis bone, it's just not parented right so it acts like a root hips (but it's not, root hips/ground should have no weight).
You can create a root hips bone (or just use one of those random ones that are already there ) and a root ground bone yourself. If you don't know how, just look at another model for reference (like my Tina bunny or something, just an example).

I actually noticed there were two bones where the root hips was, so I tried parenting the legs to one of the two bones making a pelvis, but it moved horribly so I just thought I was wrong I'll check again tomorrow, and yeah, I know how to create new bones (I usually create a root ground since not many models have that)
