It seems that Showcase_Characters_Firemen only has this Chief skin for the uniform but not include the standard blue uniform and the fireman helmet

Hmmm, do you use mariokart's mesh.ascii exporter for XNALara? If so you might want to try exporting to fbx, then use Noesis to convert fbx to mesh.ascii and make your changes on the file from there.
